For Admissions to Blessed Thomas Holford Catholic College in September 2021

The Admissions Policy is agreed by the Pupil Welfare Committee and approved by the full governing body. Any changes take place after consultation with the Diocese of Shrewsbury, Trafford Local Authority and parents, and within the consultation timescale. Any parent who wishes to appeal against an admissions decision has the right to have their case heard by an independent appeals committee.

The published admission number for September 2021 is 250.

In administering the Admissions Policy the Governors will have due regard for the Catholic ethos of the College. Proof of baptism is essential for Catholic applicants. Copies of Baptism certificates should be submitted up to and including 30th November 2020.

In line with our family ethos consideration will be given to children of staff at Blessed Thomas Holford Catholic College who have two years continuous service at the time of application and have been recruited to fill a post for which there is a national shortage of applicants.  

Pupils will be admitted according to the following priority order:-

  1. Baptised Catholic children designated as ‘looked after’ or ‘previously looked after’

  2. Baptised Catholic children attending a Catholic primary school in Trafford as follows. The schools are grouped according to distance from the school.

Oversubscription criteria

  1. These criteria will be applied in the same way to all pupils in the event of over subscription.

  2. All applications will be considered at the same time and after the closing date for admissions.

  3. If there are more applicants than can be accommodated at the School in criteria 1 to 6 places will be offered to those children attending the closest Primary School in Trafford in the Shrewsbury Diocese and then whose place of residence is nearest to the School. Distance will be measured in a direct straight line from the primary school to the main entrance of the school and then the front door of the child’s permanent place of residence to the main entrance of the school, using property co-ordinates provided through a combination of the Trafford Local Land and Property Gazetteer (BS7666) and Royal Mail Postal Address Information. In the case of a child living in a block of flats the distance will be measured from the communal entrance of the building.

  4. In the case of parents who are separated and where child-care arrangements are shared between two addresses in the catchment area, the average of the distances of the two addresses from the school will be used for the purposes of determining priority for admission. You may be required to provide proof of residency. Failure to do so may result in the offer of a place being

The process for your complaint will be monitored by Mrs J Oliver who will notify you that your complaint has been received and provide you with an update.

Unless you indicate otherwise your complaint will be investigated by the Executive Headteacher or Head of School.

Our school is part of a project, which is run between Trafford Local Authority, schools and Greater Manchester Police. The project called Operation Encompass, has been designed to provide early reporting of any domestic abuse incidents that occur outside school, which might have an impact on a child in school. This is communicated through a secure email to school following an incident.

The project ensures that at least one member of the school staff, known as the key adult, is available to liaise with children’s services and the police and to use the information that has been shared, in confidence.

In this way, we aim to support each child who has been involved in, or witnessed, a domestic abuse incident.

The key adults at Blessed Thomas Holford College are Mrs GeogheganMs WardMrs TarryMr Worth and Miss Baskerville.

If s/he receives an Encompass notification they will make sure that a person the child trusts is available to help – if the child needs this. Most of the time this support is silent; keeping a careful eye on him or her and making sure the child has a calm school day. The confidential information is ordinarily not shared with all staff, just an agreement on how to help, if needed.

All schools have a duty to share any information with other organisations if they feel a child is at risk of being hurt. The Key Adult may contact other organisations.

The sharing of information from the police allows the school to be ready to help your child straight away, and it means that parents are aware that the Key Adult knows that something has happened. Parents can come and talk to our Key Adult. The Key Adult can point you towards other people that can help.

Parents wishing to apply for their child to have leave from school should complete the attached form and return it to school for authorisation six weeks in advance of the proposed leave.  The completed form should be sent to Mrs R Geoghegan, Associate Headteacher.  A response to the request will be sent to Parents / Carers in writing.

Legislation clearly states that Parents / Carers do not have a right to take their children on holiday during Term Time. If a pupil is absent from school due to a holiday or without authorisation, the school will refer the matter to the Local Authority who will issue a Penalty Notice according to Section 23 of the Anti-Social Behaviour Act 2003.

Mobile Phone Policy

The College recognizes that there may be genuine reasons for some pupils to have a mobile phone at College. However, we do not allow the use of mobile phones in school. Any pupil who brings a mobile phone into school does so at their own risk. If phones are seen or heard during the course of the school day, they will be confiscated for a period of 7 days.

As a working community, we do need to have regulations governing the use of mobile phones or tablets in order that lessons are not interrupted, and pupils do not use these devices unnecessarily. Parents must be aware of and agree to the following points:

  • The College does not accept any responsibility for mobile phones or tablets and they are not necessity in college. Pupils must take full responsibility for their safe-keeping, and they bring them into College at their own personal risk. If devices go missing, we cannot be expected to take time to search for them. May we suggest that parents take out insurance cover for mobile phones and tablets that are being brought into College, and that expensive models are not used.
  • Smart Watches are not allowed in College. Pupils are advised to use a normal watch. If a Smart Watch is worn, it will be confiscated and returned at the end of the day.
  • It is advisable to protect mobile phones and tablets with security markings and codes, and keep them locked in a locker during the College day.
  • Mobile phones and tablets must be switched off within the College premises. If they ring, or are visible during the day, members of staff are instructed to confiscate them and lodge them at Pupil Services. A pupil whose phone has been confiscated may report to Pupil Services at the end of the school day, 7 days after the date of confiscation.
  • Pupils may not use mobile phones at any time during the College day to make or receive calls or texts. Pupils who have a real emergency can use the College telephone at Pupil Services to contact parents / carers.
  • If parents need to contact pupils in an emergency, they should telephone the College in the usual way and emergency messages will be passed on.
  • Please do not call or text your child’s mobile phone during the school day, as this could result in a confiscation of their phone. Similarly, please do not encourage your child to use their phone in school.
  • Mobile telephones and tablets must never be taken into examinations and for this reason the College does not allow them to be taken into any examination room.
  • The use of the camera function is strictly prohibited in College. It constitutes a breach of privacy and can be used for intimidation and bullying. The potential for the images of children to be used for inappropriate purposes is our primary concern. The use of images without permission of the person photographed is a breach of their right to privacy.
  • Please note mobile phones must never be used during break, lunch, after school activities or detentions.
  • It is forbidden to use a mobile phone in the toilet or changing rooms in order to protect and safeguard our pupils. The misuse of mobile phones in these circumstances can lead to a criminal investigation.
  • The College will not accept any liability for lost or stolen items.
  • If these items are displayed or used on College premises, including playground areas, they will be confiscated and held securely within the College. They may be reclaimed 7 days later from the date of confiscation at Pupil Services.
  • Finally, we wish to point out that all staff in our college deserve to be able to carry out their duties and follow our policies without fear of intimidation from parents / carers. Once a decision has been made to confiscate a mobile phone, no negotiation will be entered into.

Parents are warned that failure to comply with this policy could result in their child being issued with a fixed term exclusion.

The Ofsted framework (April 2018) contains a requirement that the school:

“Prepares pupils positively for life in modern Britain and promotes the fundamental British values of democracy, the rule of law, individual liberty and mutual respect for and tolerance of those with different faiths and beliefs and for those without faith.”

In producing this policy on promoting British values the Governing body agreed the following:

  • The views of the staff and pupils are important and were gathered at a training days and school council meetings
  • The Governors’ Curriculum Committee considered the statement and approved it before presenting to full governing body

Our last Ofsted report in June 2013 judged the school to be outstanding in all areas and was particularly positive about the ethos of the school:

Students’ spiritual, moral, social and cultural development is outstanding because the school’s Catholic ethos promotes an accepting, respectful and caring school community.

Students are happy at school because the school community has an outstandingly positive ethos. In lessons students’ attitudes to learning are exemplary. Students know what is expected of them and are enthusiastic, motivated and keen to do well.

  • Take every opportunity to involve representatives of other faiths in our religious education curriculum and assemblies.

  • Ensure our curriculum is broad and balanced and prepares pupils for life in modern Britain
  • Plan our spiritual, moral, social and cultural education to promote social cohesion and mutual respect, individual liberty and freedom of speech
  • Provide opportunities for charitable works – pilgrimages to Lourdes, support for charities such as CAFOD and young homeless in Manchester
  • Continue to invite MPs and local councillors to talk to students about their work
  • Use our pupil voice to promote debate about values and beliefs
  • Uphold our behaviour policy and general school ethos to ensure strong guidance on right and wrong
  • Continue Family Dining as a way of promoting a strong social and cultural message
  • Promote The Edge across all year groups to encourage and measure important personal qualities
  • Develop a whole school wellbeing curriculum for staff and students to help build resilience and offer support more readily when it is needed.

RSE – The Right to Withdraw

In certain circumstances, parents / carers do have the right to withdraw their children from RSE (Relationship and Sex Education).

Following discussion with the school, parents can withdraw their child from the ‘sex’ elements of Relationships and Sex Education. Parents do not have a right to withdraw their child from Health education, relationships or any other aspect of PSHCE education.

There is no right of withdrawal from National Curriculum Science which includes elements of sex education such as puberty and reproduction.

Three terms before a pupil turns 16, parents no longer have a right to withdraw. At this point the guidance states ‘if the child wishes to receive sex education rather than be withdrawn, the school should make arrangements to provide the child with sex education during one of those terms.’

At Blessed Thomas Holford if a parent / carer wishes to withdraw their child, they need to have a discussion with the Headteacher and put their wishes in writing. This is so that the headteacher is aware of the parent’s reasons and can provide alternative arrangements.

We will try to accommodate any concerns as far as possible.
